What to do?? (Ottokae?)

PLEASE DO NOT LITTER!  
What we can do to improve the situation is :
1) If we ever saw any paper that contains cat food, we could pick it up to throw it in the bin. We could also do the same for any litter we saw.

2) Place the cat foods near the grass, so that they would not stain on the road when the cats did not eat propely.

USE A LEASH!

What are some advice that we can implement?

1) The construction site can buy leash for the dogs to use so that they would not run around and harm people. 

2) People exercising can try to avoid the place where most of the dogs will come out. 

*** This small little things can actually help the neighbourhood better :D 

What's Wrong???

See the 2 pics?? Although the cats and dogs are cute, HOWEVER, there is an increase in the number of stray cats and dogs in our neighbourhood. As you all can see in the first pic, the cats are being fed with paper. Most of your would think it is for a good cause, but have your think of the consequences it will cause?
First of all, what happen to the paper that is being treated as plates for the cats after they finish eating? Just leave it there? After the cats had finished eating , the paper will just be left there, and nobody will bother to clean it up . This would cause littering to our neighbourhood when the papers are flying around.
Secondly, we could not assure that the cats will eat within the paper, some did not bite carefully and the food may drop on the floor which litter the floor. Morever, the people did not pick up the food up and throw away.

In the 2nd pic that you see, it was taken at the construction site. As you can see, they were all together and were without leash. I believe that the dogs were kept to look after the site. However, the dogs kept running out of the site to the park. Recently, there are issues that say people are being bitten by stray dogs while jogging, I believe it is caused by the dogs at the construction site.
